Tanzania and China sign Luban Workshop vocational training deal in Tianjin
Tanzania and China signed an agreement in Tianjin that provides for a Luban Workshop training centre and Chinese help with teacher training and curriculum development, The Citizen reported on 17 October 2026.
Tanzania and China signed an agreement in Tianjin on 17 October 2026 that provides for a Luban Workshop, a technical training centre that will use modern technologies to improve vocational education, the Tanzanian newspaper The Citizen reported.
Deputy Minister for Education, Science and Technology Wanu Hafidh Ameir signed for Tanzania and Vice Minister of Education Wang Guangyan for China. Ameir led Tanzania's delegation to the World Vocational and Technical Education Development Conference in Tianjin. The conference ran from 15 to 17 October and was organised by China's Ministry of Education, the Chinese National Commission for UNESCO and the Tianjin Municipal Government, the Daily News reported. It followed similar conferences in 2022 and 2024 and brought together government leaders, heads of vocational education authorities, industry representatives and companies from more than 100 countries.
The partnership will also strengthen training in civil engineering, surveying and mapping, railways, roads and bridges, Tanzania's Ministry of Education, Science and Technology said in a statement. China will provide technical support through teacher training, curriculum development, expert exchanges and the adoption of modern teaching methods.
Chinese companies in Tanzania, particularly those based in the Sino-Tan Industrial Park and those working on railway, energy, mining and construction projects, have been encouraged to give students practical training, the ministry said. Tanzania will name the institutions that carry out the agreement and ensure that training programmes comply with the Tanzania Qualifications Framework.
Ameir said: "Vocational education is an important tool for linking Africa's young workforce with sustainable economic development."
Tanzania also endorsed the Framework of World Vocational and Technical Education Standards, a voluntary initiative intended to facilitate comparisons of vocational education standards. Ameir said the framework aligned with Tanzania's reforms under the Education and Training Policy of 2014 (2023 Edition).
Tanzania proposed four priorities for implementing the framework: mutual recognition of qualifications, access to funding and modern equipment, teacher exchanges and training, and voluntary assessments to encourage shared learning.
The framework, known in China as the Beijing Agreement, was drafted under China's lead and had been endorsed by 46 countries as of 12 October, China Education Daily reported in a story republished by Guangming Online on 13 October. Xinhua reported on 12 October that China has built 38 Luban Workshops in 32 countries, 26 of them by Tianjin in 24 countries.
It is not Tanzania's first Luban Workshop. The government opened one at Ardhi University in Dar es Salaam on 15 November 2023, with support from the Chongqing Vocational Institute of Engineering (Xinhua, 15 November 2023).
In Kenya, Machakos University and Tianjin City Vocational College signed a three-year cooperation agreement on 5 December 2024 to expand enrolment at the Luban Workshop set up there in 2019 (Xinhua, 5 December 2024).
